Files
The file library shows all files present in the selected folder. You can easily select a file and start playing it by double clicking it. When you select a file you see it's details below the list.
For each file you see - as common - it's name, type, size and date/time. Besides these common fields you see the field times uploaded. This tells you how often the file is uploaded, this is expressed in a decimal value. Because not all that upload from you will upload the entire file from you, it is more likely they take a small part from you and from many others also only a small part. If someone takes 10% and someone else 15% from you, you'll see the total value: 0.25.

When a file isn't shared anymore the value will not be resetted to 0 but just stay what it was. Due to swarming a file that just was downloaded can already have a value for times uploaded. Others already took a part from you before the download completed.
The filter
Above the list you see a filter. You can use this filter to see only files of a specific kind listed in the file library. All other files will be hidden till you turn the filter off again.
Finally you see two buttons, Close and Help. Close closes the page which you can always reopen again, e.g. by pressing CTRL+F. Help opens the help page of the file library. That is this page which you are reading now.
